Queensland Nightlife Economy Action Plan
2026–2032

The Queensland Government has unveiled its first Nightlife Economy Action Plan 2026–2032, setting out a long-term plan to support Queensland’s hospitality, entertainment and nightlife industries in the lead-up to the 2032 Olympic and Paralympic Games and beyond.

The plan aims to create a nightlife economy that is vibrant, safe and inclusive, while making it easier for venues, artists and businesses to operate and take advantage of the opportunities created by major events and tourism.

The action plan focuses on five priority themes:

  • Making it easier for nightlife businesses to thrive
Reducing unnecessary red tape and modernising regulation to support business confidence and vibrant nightlife without compromising safety.
  • Backing live music and cultural experiences
Supporting Queensland artists, live music venues and cultural experiences across the state.
  • Activating local nightlife precincts
Supporting councils and communities to create vibrant, safe and distinctive nightlife precincts.
  • Supporting a safe night for everyone
Retaining the existing Safe Night Precinct framework while promoting safer, inclusive and accessible nightlife experiences.
  • Building a stronger nightlife economy
Strengthening collaboration between industry, government, councils and communities to support the long-term growth of the sector.

What are the key initiatives?

The Action Plan includes a range of immediate and longer-term initiatives intended to make it easier for venues and businesses to operate while creating more opportunities for Queensland’s nightlife and entertainment industries.

New special event trading framework

A new special event trading framework will be introduced to help local venues benefit from the economic opportunities created by major events.

This includes events such as the 2032 Olympic and Paralympic Games, Rugby World Cup and State of Origin, building on the successful and safe Socceroos trial.

The aim is to give local hospitality businesses greater opportunities to participate in the increased activity and visitor numbers associated with major events.

Modernising entertainment sound regulations

The Queensland Government will modernise the state’s entertainment sound framework, including reviewing default sound limits, measurement approaches and support for existing venues.

The changes are intended to provide greater clarity for venues and surrounding communities while supporting live music, entertainment precincts and economic growth.

Reducing red tape for venues

The Action Plan includes measures to remove unnecessary red tape for venues and modernise conditions around extended trading hours.

For hospitality businesses, this could provide greater flexibility in how venues operate and make it easier to respond to changing customer demand and major events.

Creating more vibrant nightlife precincts

A new Nightlife Precinct Activation Program will support councils and communities in creating more vibrant entertainment precincts through improved activations and practical safety initiatives.

The program is intended to encourage people to stay longer, support local businesses and create more enjoyable experiences after dark.

Supporting live music and Queensland artists

The Action Plan places a strong focus on creating more opportunities for Queensland musicians.

Initiatives include helping local artists share the stage with major touring acts through discounted booking fees at State-owned venues, creating stronger pathways from grassroots venues to bigger stages and considering reduced liquor licence fees for grassroots venues that support live music.

These initiatives are designed to strengthen Queensland’s live music industry while creating more opportunities for local artists to reach new audiences.

Expanding Queensland on Tour

Queensland on Tour will also be expanded to bring more live music to regional communities.

The initiative will help Queensland artists perform across the state while supporting local tourism, hospitality and regional economies.

What does this mean for Queensland’s nightlife industry?

The Nightlife Economy Action Plan represents a long-term commitment to supporting Queensland’s hospitality, entertainment and cultural industries.

For licensed venues, the proposed initiatives could mean greater flexibility around trading, fewer unnecessary regulatory barriers and more opportunities to benefit from major events and increased tourism.

The plan also recognises that a successful nightlife economy extends beyond bars and clubs. Restaurants, live music venues, artists, tourism operators, local businesses, councils and communities all play a role in creating vibrant places after dark.

With the 2032 Olympic and Paralympic Games on the horizon, the Queensland Government is positioning the night-time economy as an important part of the state’s tourism, events and cultural offering.

The Action Plan provides a roadmap for Queensland’s nightlife economy through to 2032 and beyond, with further initiatives and reforms expected to be delivered over the coming years.
